It’s been a while since I bought a Scootopia fuel tap but I can remember that the fuel filter is the usual - nowadays - ‘top hat’ design that incorporates the sealing washer into the filter. If your’s is the same, that is the method of sealing sorted. I come from the Lambretta generation where taps had to be took apart & ‘ported’ to realise good flow so the Scootopia tap was a revelation IMO being a neat, compact product that flowed well.
Perhaps the grommet - presumably ‘open’ - is intended for the frame where the control rod fits.
As with a tap of any manufacture, I advocate full dismantling prior to fit. Reason being that so often, burrs from the manufacturing process or debris can often be found & removed, Fuel flow rate should also be checked once fitted just for peace of mind.
